Wouldn't the grots have to be the closest target for that to work? Wouldn't it be more practical to charge with the grots, let them lose models in the charge, lock the enemy, and then not have any overwatch for a second unit? Plus that wouldn't cost any CP.

Sure it would. Grots at 9.01" away after da jump, boyz/stormboyz at 9.1" away after deepstrike

I'd be wary about using distances that are less than a tenth of an inch to determine how far models are away from eachother. All it takes is bumping a model a bit on accident, and I do mean accident. In our game, you bumped the weird boyz staffs a few times with your tape measure while measuring smites which put them in different range of things, but it's really petty to call you on it and it was probably an accident. But accidents is my point, a person could very easilly accidentally bump a model where it was no more than a tenth of an inch out of position and that's reasonable behavior. So relying on a model being measured at 9 hundreths of an inch away from the enemy seems a bit unreasonable.

Can the grots "da jump"? I'm not sure if the grots have the same keywords. Do they have the ones that matter?

If I declare my intent and the grot base is a hair closer than the Boyz base, why would you want to argue the intent? At that point you are pushing for slow play and not being a good sport. If I am doing something blatant then call me on it but if we are talking fractions of an inch that follows the rules and you understand what my goal is why play "gotcha 40k"

 

Gorts are an Ork Infantry and the grot rule is only prohibitive of Stratagems

Maybe not you, but for ITC players, there is a whole school of thought regarding the number of acceptable "mistakes" in a given game or event. If you don't do it, you'll probably encounter it at some point. Since mistakes are an accepted part of the game, compeditive ITC players often "fudge" the rules ever so slightly at key points to gain an edge. Forgeting rules, falsely remembering them, or bumping models is hardly detectable. I don't know that it qualifies as a bad sportsmanship in the ITC player context, though it would be in casual play. And as long as they don't blatently described their "accidents" as intentionals, how would you really know?

Regarding intent, I don't know that it matters. If you set up your models with a declared intent, and later we find that your intended action isn't actually viable, that's called a mistake. In a learning game, and probably in casual play,  we'd allow you to fix your mistake, but in an ITC tourament, I hardly see why intent would matter, declared or otherwise.

Intent is used in ITC especially top tables. Yes there are people who play tight games but it also depends on how you play. If you don't quibble over every 16th of an inch another player won't. 

People like you name don't tent to be top tables often. It's always a process
