You can still shoot out of the vehicle when it not in melee.

You can still disembark, then pull back the repressor and get a similar effect

I'm assuming, but am unsure, that Deathwatch can still rapid fire with special issue ammo if they are in half range since the weapons are still rapid fire, even though they now essentially lose bolter discipline.

If it's Deathwatch, I think I have them all... I have two boxed sets of the Eldar/DW thing, and the Deathwatch Overkill box. Are those different DW marines by chance?

I would say Iron Hand for a good generic starter force. Having a 6+ FNP will always help keep his stuff on the board regardless of the enemy force he faces. Since its not situational it won't be hard to remember and will set him up for more heroic moments. Also its a base Marine codex force, and if he doesn't like how it plays he can switch to one of the other chapters without buying a new book.
