InfestedKerrigan
My sister is looking for work in nonprofit sector, preferably social issues. She has her Bachelors from OSU. Anyone have any suggestions or leads. SE Portland is preferred, but she can travel.

I'd imagine that most of the non-profit employees go through the same difficulties in finding work. So asking one non-profit employee is probably a good way to find out about others. Used to volunteer more. Don't do so anymore. Know a few. Write around Portland is located near downtown powells. Doubtful that they are hiring, given that they only have like 5 employees, but seems like a good point of reference to start asking around. https://writearound.org/ On the SE end, Freegeek is pretty awesome too. That's more computers, but it's another non-profit likely with connections to other non-profits. They're located near WOW. https://www.freegeek.org/ Only other non-profit I've had experience with is now closed, that would be Fish Emergency Services. Or they moved, I don't have their contact info anymore. But the main employee I liked, he died, so don't really have a contact there. Not sure where they are located, but my Grandparents were very involved with 1000 friends of Oregon. https://friends.org/get-involved/join-our-team They even have a paid internship that was started by my Grandfather. Looks like the application window opened on the 2nd of this month for the 2020 spot. Your sister could probably apply, seems spot on for city planning.
