Got to go with abuse on this one. Models with infiltrate do not have the option to deploy normally. This means to me that they are always infiltrating, even when they decide to go reserve. This actually gives my scouts in a storm more flexibility, I don't have to declare their in reserve until infiltrators deploy time.

Really?  Wow, I hadn't read that yet.  I'm glad it's in a big black box lol  I retract my previous statement.  Holy cow.  

 

I haven't played 7th yet.  :D

I would actually say that you could choose not to use the Infiltrate rule, since the use of special rules is typically optional, but it's actually irrelevant to the discussion at hand- the Infiltrate rule says that models with it cannot be joined by characters without it (and vice versa) and makes absolutely no mention of "if they use this special deployment" or anything of the type. If you have the rule, you can't mix with someone who doesn't, end of story.
