They used Clash comp: http://warhammer.org.uk/phpBB/viewtopic.php?f=13&t=114070 This is the main system being tested for competitive play in England.Looking at the scenarios it seems very solid for balance.I also like that you start with an army "pool" and draw your units from that for each scenario.
