Something I always consider when building a PC is how much of my old PC is reusable.
The majority of what will up the performance is Motherboard, Processor, Ram and Video card.
Depending on where local is for you, you should have some options for either in store or online shopping.
I personally live in the Vancouver/Portland area and get most of my parts at either Fry's or ENU.

Actually the opposite. Magnetic sheets in the trays so that you can use washers on the bottom of your models to stick to them.
Bulk washers are far cheaper than bulk magnets :)

Is it just me that finds it wrong that dark Angels have primaris? There is no chance in the warp that they would trust them in their ranks!

If you are near the vancouver area I do have an ultrasonic cleaner and could run your brush through it to see if that helps with your quality.

I have been doing Power Level games at dice age ranging from 20-80 ish PL.
With list building on the fly, setup and cleanup games run about 2.5 hours.
20 point games tend to go faster and we keep it to a 4x4 table if 50 Power Level or less.
This setup has tended to work fairly well for new folks to the game.
Knowledge of your army and its gear will greatly impact the speed of the game. More time in books is usually where it all goes.
-
Many armies also have units that let them roll to not lose the command points they spent. Example deathguard tallyman

If your able to go to dice age games on Thursdays, I am usually there for people to get games in against. I have a few different armies there and play whatever the opponent can get together. We are a more casual style of play.
A side note for today I will not be there sadly because of parent teacher conferences, but next Thursday for sure I will be there if you want to get some lower point games under your belt.
