How to Change Avatar & Profile Photos?

I've seen other folks change their avatar but I can't seem to figure it out.

The place in settings where I would expect it, it just says "Your profile is 100% complete!".

Click on your name, and choose the icon circled with yellow:

I don’t have that icon on phone nor desktop.

Maybe it’s a browser thing? I’ll try another one.

Nope, not there in firefox nor chrome.

Weird?

So I've tried to get that icon to appear on four devices and all four major browsers now. It never shows up.

I did find it mentioned on the invision community forums that being able to make profile changes are controlled by permission groups. Any chance I'm barred from making changes to my profile on the backend?
