Seems like you could cut some troop / regimental / horde size trays and just glue all your guys to one. Would make transport easier and some huge opportunity for scenic bases. No reason, other than preference. According to the rules, you need to have greater than 50% of the number of models represented by the actual models, although it says 66% is preferred.
