no no... don't get me wrong.. nowadays nobody cares. Don't worry about it from my opinion.

Well, from conversations with game store owners that make their payroll off of model sales, one of the concentrations is that people only play the models that they buy from game stores. Personally I have no problems with that. I do remember a bit of shenanigans back in maybe 97-98 about a metro level tournament that was won by a guy that had plasticasted all of his tyranids but the paint job obscured the castings until one talon piece broke at the last game and showed the white casting plastic. It's one of those things that are kind of hard to prove and enforce unless you are willing to take someone's models by force and scrape the paint away to see what's underneath. Just one of those things.

I have 1500 or 2k CSM ready to play. Speaking of which, I am running black legion, the new book came out but it doesn't have anything new in it except some trash formations, do I have to buy it before playing...

There used to be tournaments, mostly being done in sponsored stores, that required that 75% of the model had to be GW plastic/metal. Haven't seen anything about that recently. The BRB also states that models have to be based on the base size that they are boxed with. This rule was brought up recently on these forums about the new BA jump bases and whether or not it was recommended/required that people rebase all their BA jump unit bases.

End of the phase.. because things happen at the end of the phase. When you declare the end of your psychic phase you are informing your opponent that you are done and you and your opponent can now do all the end of phase actions required, like moral checks. If you declare end of phase and your opponent throws their morale dice and then you say "oh wait, I am still casting" then either the moral check stands and you can't cast anymore anyway, or it doesn't because you are going to try to tell your opponent you just lied to them.

ya? but remember they had to go back in and rewrite things so you did everything in the psychic phase and no other powers at any other time. That's why all the FAQ's on teleportation and overwatch.

Also, you can take a Herald of Tzeentch in an Allied detachment with 12 pink horrors which will get you 5 dice cheap. And Heralds can be taken 4 to one HQ slot so you can get 14 dice for 500(ish) points and summoning perils on only double sixes.
