He is a grunt, but he costs no SWC, has a basic grunt cost, but can be used to be a paramedic, or engineer or both depending on the options allowed on your Spec-Op profile. Each ability has a cost. Since they have not been updated, the old rules are still in effect, therefore, for purposes of fireteams, the Spec Op shares any special rules with their base profile.
