In 6 months of driving for UBER, I have seen 1 (one) surge in Vancouver proper. PDX Downtown to Vancouver will run you 16-25 bucks. Since it's per mile/minute, you can probably count on it being roughly similar for the return trip. If it is surging, wait 10 minutes, and it should subside.

The N3 Core Rulebook, and now Human Sphere N3. That will be the up to date, complete ruleset, for the time being.

It is the 'other half' of the Infinity N3 ruleset. Until this release, things such as EVO repeaters(now hacker), Fireteams, Sectorial armies, and a whole swathe of equipment had been previously relased in Human Sphere, or Campaign Paradiso; their rules had not been updated for third edition. As with any Infinity rules release, there will be a PDF of the complete rulebook available shortly, but to me, the fluff, and having a physical copy of the book, outweigh the 'opportunity' cost, as it were.
